What is a problem statement?
A problem statement says what is going wrong, who experiences it and what it costs them. It doesn't name the fix.
“Customers can't get their data into their own reporting tools” is a problem statement. “Add CSV export” is a proposed answer.
A problem statement isn't a goal or hypothesis. A goal says where you want to go. The problem statement says what is in the way.

Without one, you debate fixes before agreeing what “fixed” means.
What changes in AI-first products
An agent can turn a proposed fix into code before anyone checks whether it addresses the real problem. That makes a fix-free problem statement a control, not just a writing exercise.
